No, you do not need photoshop to add a border to an icon. All you need is MS paint, and an image of the border! For example, I will now take my avatar, and shink it, and add a "template" from http://www.azure-vision.net/sw/templates.php (it's 60x60 #3)simply by resizing, coloring (white doesn't look good on a sheep), copying and pasting! : )
